- The governor appointed him to the Levy Court in 1820. At a convention held in Marlborough in 1825, Dr. Joseph Kent (then governor) presiding, William Bowie was selected as a delegate to represent his county at a State convention to convene in Baltimore for the purpose of considering plans for chartering the Chesapeake and Ohio Canal.
